2010 ZOB Golf League RulesRule 1: League night is Thursday. Tee times are from 3:00 to 4:30pm. Rule 2: League starts April 22, 2010 Rule 3: There will be a maximum of 32 teams. Rule 4: The League Fees are $50.00, payable no later than June 24, 2010 Rule5: Men will play from the White tees and women shall play from the Red tees. senior men (+65) May play from the red tees (ridiculing them is acceptable) Rule 6: The League will adhere to "Winter Rules" for the fairway and rough. "Winter Rules" do not apply in lateral hazards. Rule 7: Scorecards must be turned in by end of play on League Night. Rule 8: Matches can only be played one week in advance except for vacation, school or official FAA business. If a round is played early it must be declared for League play prior to the start of the round. Another League member other than your partner MUST attest your score. Rule9: No Team points will be awarded if a Team fails to contact or make a reasonable effort to contact their opponent to arrange play outside official League time, defined as Thursday 3 to 4:30pm. unless agreed upon by the opposing team in advance, or the Rules Committee in case of special circumstances. Rule 10: A penalty of 10 team point will occur if a Team fails to contact or make a reasonable effort to contact their opponent to arrange play within official League time. If neither Team has made a reasonable effort to contact each other to arrange play no Team points will be awarded. (do all you can to play your opponent!!!) Rule 11: When weather prevents play on the morning of League play, and League play is not cancelled, the round can be made up within 72 hours. This applies only to league players scheduled to work an evening shift that day. League play is cancelled only if the Course is closed at which time the Rules Committee will decide to reschedule the round or cancel completely. Rule 12: Out-of-bounds is depicted by white stakes determined by the course superintendent. Penalty shall be loss of stroke and distance. Hit a provisional ball if you are unsure, a provisional ball must be declared or it is considered a penalty ball. USGA. Special Note 1: To speed play, the Player may elect to take a drop where the ball went out of bounds and take a 2 stroke penalty. Rule 13: Water hazards are depicted by yellow stakes determined by the course superintendent. If your ball comes to rest in a water hazard you have three options; You can play the ball where it lies without penalty. You can take a drop on a line from the pin through the point where the ball entered the hazard with a penalty of one stroke. You can take stroke and distance and play the ball from as near as possible from which the ball was originally played, if played from the teeing area the ball can be teed anywhere within the teeing area.
Rule 14: Lateral hazards are depicted by red stakes determined by the course superintendent. You may play the ball where it lies without penalty. You cannot ground your club in a lateral hazard. You may take a drop within 2 club lengths from the point where ball entered the hazard, no closer to the hole, with a penalty of 1 stroke or you may replay the ball from a point as near as possible to where the ball was originally played. (stroke and distance) Note: some water is marked with red stakes and is played as a lateral hazard not a water hazard. Special note 2: The wooded area and the tall grass located between #2 and #16, has been deemed a lateral hazard and may be played as such. On #2 a ball lost in said woods may be played from the grass area adjacent to the cart path, over the pond. The tall fescue grass between #6 and #11 will be played as a lateral hazard when played on #6 and played as rough on #11. The tall fescue along the woods on #14 will be played as a lateral hazard. from dirt cart path to and including the lake on #7 will be played as a lateral hazard. Rule 15: Casual water and ground under repair. You may take a drop within 2 club lengths, no closer to the hole, without penalty. In the case of casual water you may continue to move your ball, 2 club lengths, no closer to the hole, until you are clear of the water. Rule 16: An un-playable lie is determined by the Player who hit the ball. A ball may be declared unplayable anywhere on the course except from within a hazard. You may take stroke and distance. You may take a drop within 2 club lengths from where the ball was deemed unplayable with a penalty of 1 stroke. You may take a drop on a line from the pin through the point where the ball was deemed unplayable no closer to the hole, with a penalty of 1 stroke. Rule 17: A ball is considered "lost" if it cannot be found within 5 minutes after your team begins to search for it. Signal any delayed players to play through while you are looking for your ball. If the ball is "lost" you must go back to the point from where the ball was originally hit and play another with a penalty of 1 stroke. If the ball was "lost" in the fairway than you may play the ball from a point agreed upon by all players without penalty. If the original ball is later found after a second ball is played you must continue to play the second ball. Rule 18: Handicaps: Last year’s handicap plus 1, 2, or 3 depending on last years handicap will be used for the first 4 weeks of play. This handicap will be dropped after the completion and calculation of the fifth round of play. The Rules Committee will assign new Players a handicap. The committee can adjust this handicap during the first 4 weeks, if deemed necessary. After the fifth week of play all handicaps will be calculated in the same manner. The maximum handicap is 25 for all Players, men and women. Handicaps will be calculated using USGA- Equitable Stroke Control. Maximum strokes are allotted according to a Player based on their handicap. A Players handicap will be 90% of 6 scores, dropping the lowest and highest, of the last 8 adjusted gross scores rounded to the nearest integer. Rule 19: 10 points will be awarded to each Player for low net individual score. 10 points will be awarded the Team for low net Team score. 1 bonus point per Player will be awarded if the Players net score is equal to or less than 1 stoke under par, (34 at Forest Hills). 1 point will be awarded for each hole won by individual Players and Team holes won. 1 point will be awarded for most holes won by individuals and Team. We will use full handicaps for Match Play. Player A has a handicap of 9 and Player B has a 10. Player A gets 1 stroke each hole, Player B gets 1 stroke on 8 holes and 2 strokes on the most difficult hole for the 9 being played. 60 points are available each Match plus Bonus points. Rule 20: The League Manager software will determine which are the A and B Players. Players will be matched A vs. A and B vs. B. The schedule will be posted each week. If a substitute is used, the substitute will play against the opponent of the Player for who they are replacing. Rule 21: Any Player needing a substitute must make every effort to use a "real sub" from the substitute Players list. If one is not available, either member of a Team can request a Ghost sub before a match begins (write Ghost on scorecard). If a Team member requests a Ghost and the substituted Player turns in a score, the Ghost score will be used A substitute must be declared before a match begins, if the opposing Team is not informed that a substitute will be used than that Player is considered a "no show" and individual points are forfeited. A Ghost Player shoots a score of 39 with a 0 handicap. Match Play points are still available with a ghost. The Player opposing the Ghost will score at least 10 points. The Ghost Players score per hole is determined by League Manager Software & is as follows: #1/5 #2/3 #3/4 #4/5 #5/4 #6/3 #7/5 #8/4 #9/6 #10/6 #11/4 #12/3 #13/4 #14/5 #15/5 #16/5 #17/3 #18/4
Rule 22: Play-offs will begin on week 21. The Top 16 Teams will play a bracket style tournament The Team with the best record will be the top seed and the remaining 15 will be placed accordingly. (NCAA Bracket) There is no Match Play in the Play-offs. The Championship match will be an 18 hole round with the winner being the Team with the lowest net score. Play-off matches MUST be played against at least one of your opponents! Only Ghost substitutes can be used during the Play-offs except under extenuating circumstances with prior approval from the Rules Committee. Sub must have an adjusted League Handicap. (4 or more Rounds) Handicaps will be calculated throughout the Play-offs. Rule 23: The tiebreaker system for the Play-offs is as such; first tiebreaker will be Team holes won; second tiebreaker will be low putts; Remember to count your putts in the Play-offs! Third tiebreaker will be to replay the match. Rule 24: If a rainout occurs during the Play-offs, any matches played early will stand. All others will be made up as soon as possible. Rule 25: Gimmes and Mulligans are NOT allowed at anytime in League Play!!! Rule 26: A Rules committee, made up of the League president, the secretary and two other official, (voted on by the Members) will have final say in solving any Rules discrepancies or violations. The President will have the tie-breaking vote in case of a non-decision. League play will be governed by USGA rules unless they are covered in the League Rules. Rule 27: An official protest must be presented to the Rules Committee within 72 hours of the alleged infraction in writing (e-mail accepted). Any situation not covered in these rules will be decided by the Rules Committee.
